To double click on something is to move the mouse cursor over an object and click the left mouse button two times quickly.  A double click is most commonly used to start a program from the desktop, but is occasionally used within a program.  Web pages never use a double click.

A double click ALWAYS means to click the left mouse button two times quickly.  It never refers to the right mouse button and never refers to clicking more or less than exactly two times.

It is important to note that when you double click the mouse cursor cannot move.  If the mouse cursor moves at all the computer counts it as a drag-and-drop to the same place and it will not count as a double click.
